Bay's Richmond office manages over $16 million in
government and commercial contracts

– In February 2006, Bay Electric Co. opened the company’s third
satellite location, in Richmond, Va., so that the general and
electrical contractor could to better manage $6 million of work in
the Richmond area.
Since the office opened, government
and commercial contract work managed out of the Richmond location
has almost tripled, growing to more than $16 million, reports John
F. Biagas, President/CEO of Bay Electric.
“We opened the Richmond office, even
though it is just 100 miles from our headquarters in Newport News,
because we wanted to have a presence in this area of rapid growth
and construction,” says Biagas. “Clay Mullican, who heads our
Richmond operations, and his Richmond team have done an
outstanding job working with our customers and growing our
business there.”
Bay’s work in the Richmond area
includes projects at the Defense Supply Center Richmond for the
U.S. Army Corps of Engineers; at Fort Lee, Fort A.P. Hill and Fort
Belvoir for the U.S. Army; for the Defense Commissary Agency and
for major contractor M.C. Dean, Inc.
Located at 1365 Overbrook Road, near
Virginia Union University and I-95, the Richmond office has 17
employees including three project managers, and ten electricians.
“Having someone with Clay Mullican’s
background and credentials as Division Manager in Richmond is a
definite plus for our company and our clients,” says Biagas.
Mullican has more than 20 years experience as a consultant and
manager working on federal, state and private construction
projects.
Mullican has a wealth of experience
in large, multimillion dollar contract management, large project
management, profit/loss management and schedule control. He
developed his extensive technical and management experience while
working with the National Cancer Institute, the Environmental
Protection Agency, the U.S. Army Corps of Engineers, and the
Virginia Department of Environmental Quality. He is also
experienced in government subcontracting, purchasing within the
Federal Acquisition Regulations and federal contract cost
accounting.
Mullican,
who has a B.S. degree from Longwood College, is a past Vice
President of the Virginia Environmental Business Council (VEBC)
and is currently a member of the Society of American Military
Engineers (SAME), the Air and Waste Management Association (AWMA),
the American Public Works Association (APWA) and the National Fire
Protection Association (NFPA).
