Jeffery Rayford joins Bay as Senior Project Manager
Newport News, Va., March 14, 2005
– John F. Biagas, CEO of Bay Electric Co., Inc., announced today that
Jeffery M. Rayford, who has more than two decades of
experience in managing major military and civilian projects, has
joined Bay Electric Co. as the company’s new Senior Project
Manager.
Headquartered in Newport
News, Va., Bay Electric is a general contracting and electrical service company
that’s listed as one of Virginia’s fastest growing small businesses. As Senior
Project Manager for Bay, Rayford will oversee multiple general construction
projects and prepare solicitations /proposals to include estimating, developing
technical proposals and negotiating. He will also assist in reviewing/improving
existing business operations to enhance Bay’s efficiency as a general
contractor, and he will be responsible for marketing with existing and potential
new clients.
For seven years before
joining Bay, Rayford worked as a Senior Project Manager, Division Manager or
Vice President for two Virginia contracting firms. At Tesoro in Virginia Beach,
he managed repair, renovation and construction contracts in excess of $11
million and helped increase annual revenues from $5 million to $11 million in
just two years. At KMS, Inc., in Hampton, Va., he oversaw daily business
operations for the new 8(a), certified, small business construction general
contractor.
Before that, Rayford spent
17 years, as an enlisted airman and an officer, in the U.S. Air Force serving at
Langley, Little Rock and Dover Air Force Bases before retiring as a Captain in
1998. At the Air Combat Command Headquarters at Langley, he was Special Actions
Officer for the Commander at Langley, and prior to that he was Program Manager
at Langley for the C-130 Hercules with the Special Mission Aircraft Division,
ACC Logistics Directorate. Specializing in aircraft maintenance/logistics, he
helped reduce operations and support costs at Langley by $57 million over a four
year period.
At Little Rock AFB, he was
Manager, C-130 Maintenance Officer and C-130 Aircraft Flightline Supervisor for
the Resource Management Branch and Aircraft Generation Squadron. As a C-130
maintenance officer, he supervised 200 maintenance support personnel, had total
annual responsibility in excess of $640 million and helped reduce manpower
requirements and improve overall operations. As Flightline Supervisor, he
managed maintenance activities for 80 C-130 aircraft. He also supervised
preparation of aircraft for Gulf War deployments and achieved 100 percent
on-time launch rate.
Prior to entering the Air
Force, he worked in construction for a commercial construction general
contractor in Northern Virginia.
Rayford, who makes his
home in Yorktown, Va., has a B.S. Degree in industrial technology from Southern
Illinois University, and he is completing his M.S. degree in aeronautics at
Embry-Riddle Aeronautical University. He is also a former Commander of the
Little Rock AFB Honor Guard and was president of the Tidewater Chapter of
Tuskegee Airman.
