Bay Electric names new
Executive Vice President
Barry
Robertson, former President of a HBA Engineering Division, to
direct Engineering & Construction Services for Bay
Newport News, Va., June 24, 2004 –

a general contracting and electrical service company based in
Newport News, announced today that Barry S. Robertson, P.E., has
joined the company as Executive Vice President.
Robertson, former President of the Engineering Division for HBA Architecture,
Engineering & Interior Design in Virginia Beach, has more than 30 years
experience and expertise in engineering, construction and construction
management. In his new role at Bay, he will direct the company’s engineering,
engineering management and construction management services.

capabilities and expertise,” said John F. Biagas, Bay Electric CEO.
Since 1976, Robertson served the Atlantic Division of the Naval Facilities
Engineering Command in numerous capacities. As Head of the Construction
Engineering Branch, Robertson was responsible for the technical and
administrative support of field construction administration offices for the
entire Atlantic Division area, including the subordinate Engineering Field
Activities and their field offices in Washington D.C., Philadelphia, Pa., and
Naples, Italy. The Atlantic Division was responsible for construction work
during this time that exceeded $1.6 billion annually.
Robertson also served as Deputy Resident Officer in Charge of Construction and
Contracting Officer at the Norfolk Naval Shipyard. As the senior civilian in the
office, he managed a staff of 50 who were responsible for the administration of
all construction and facility supports contracts valued in excess of $90 million
annually.
In addition, he was the senior civilian and Chief Engineer in charge
of administering the $120 million design build Refuse Derived Fuel Power Plant
for the Norfolk Naval Shipyard. In earlier years, he served as Construction
Area Manager for all work at the Norfolk Naval Base, including the Naval Air
Station, CINLANTFLT compound and outlying areas. As Assistant Resident Officer
in Charge of Construction, he administered a variety of construction contracts
at the Norfolk Naval Shipyard, NSGA Northwest, NTF Driver and Craney Island Fuel
Depot.
For the U.S. Air Force, Robertson worked as a Contract Programmer, preparing
Military Construction Program Documentation (DD 1391’s) for submission to MAC
headquarters and Congress for Pope Air Force Base projects.
Robertson, who has a B.S. degree in Civil Engineering from Virginia Military
Institute and a Masters degree in Structural Engineering from the University of
Virginia, is a registered professional engineer in Virginia and North Carolina.
He is an experienced presenter at seminars and briefings for senior military and
civilian personnel and at workshops, ROICC conferences and training sessions. He
has served on Architectural and Engineering selection boards, technical
evaluation boards and source selection boards, A&E liability boards, claim
review boards, and sole source and change order negotiation board.
