Bay Electric currently has over 160 employees, all of whom are fully qualified and team-oriented. Bay Electric believes that team membership is essential in order to provide excellent workmanship and forward thinking. The staff at Bay Electric is made up of many individuals with diverse backgrounds, but all of them have one thing in common-- passion for the job, and the drive to get the job done right. Bay Electric’s management staff has more than 150 years of combined management and construction experience. In-house personnel have gained experience as warranted contracting officers for the federal government, as professional engineers, design engineers, health and safety officers, and contract managers on large construction/electrical projects. Included of Bay Electric’s more employees are general construction project managers, electrical project managers, electrical estimators, electricians, superintendents, marketing/technical writers, and administrative support staff.

Management and employees alike, from our corporate office to the field, Bay Electric values the importance of teamwork. The Bay Team applies this principle to each project we undertake. Once a job task is given, our team will work with the customer to lay out what is needed, develop an appropriate schedule, and supply the necessary resources needed to complete the project within reason and with the highest quality possible.

 

MANAGEMENT PROFILES:

John F. Biagas, President & CEO

John F. Biagas started his career as an electrician trainee about the same time he started elementary school. The youngest of 14 children, John joined his brothers and sisters working in the family’s business, Biagas & Sons' Electric, owned and operated by his father, Alvin Biagas, Sr.

Growing up in Lake Charles, Louisiana, John spent his weekends and after school hours learning the electrical service business and helping his father and brothers. After studying business management and accounting and playing on the college baseball team at McNeese State University, he joined three of his older brothers in Maryland. There they formed their own Electrical and General Contracting business, AVA Electric.  At AVA, he not only fine tuned his skills as an electrician, but he also learned to manage a fast-paced contracting company.  In 1997, wanting to run his own company, John purchased Bay Electric and moved his family to Newport News, Virginia, home of Bay Electric.

One of the founders of the Hampton Roads, VA, IEC Chapter, he served as IEC's Senior Vice President, chaired the Government Affairs Committee for two years, served on the organization's Executive Committee, and was the IEC National Treasurer and Vice President before being elected president by the organization membership.  Currently, he serves on numerous boards both local and statewide such as An Achievable Dream, Boys and Girls Club, Virginia Minority Suppliers Development Council, and is a founding Member/Board Director of Virginia Company Bank and the Young President's Organization (YPO), Virginia Chapter.

 

Barry S. Robertson, P.E., Executive Vice President

Barry S. Robertson, P.E., who has more than 38 years of experience in engineering, construction and construction management, serves as Bay Electric’s Executive Vice President.  In this role, he directs the company’s engineering, engineering management, and construction management services.

For almost three decades, he served the Atlantic Division of the Naval Facilities Engineering Command in numerous capacities and concluded his career as Head of the Construction Engineering Branch, which included responsibility for the provision of technical and administrative support to field offices overseeing facilities construction work totaling over $1.6 billion annually.

Barry also served as Deputy Resident Officer in Charge of Construction and was the senior civilian and Contracting Officer at the Norfolk Naval Shipyard. There, he and his staff were responsible for construction and facility support contracts exceeding $90 million annually. He was also Chief Engineer in charge of the $120 million design build Refuse Derived Fuel Power Plant for the Norfolk Naval Shipyard and served as Construction Area Manager at the Norfolk Naval Base, including the Naval Air Station, Commander in Chief of the Atlantic Fleet area and other outlying areas.

Robertson holds a Bachelors degree in Civil Engineering from the Virginia Military Institute and a Masters degree in Structural Engineering from the University of Virginia. He is also a registered Professional Engineer in Virginia and North Carolina and is an experienced presenter at seminars and briefings for senior military and civilian personnel as well as contractor groups and at workshops, conferences and training sessions.

 

Carolyn J. Luckadoo, Chief Financial Officer

Carolyn J. Luckadoo, CPA, who has more than 30 years experience in public and private accounting, is the Chief Financial Officer for Bay Electric Co., Inc.

In her role as CFO, she oversees all financial and accounting functions and manages the day-to-day office operations for this multi-million dollar company.

Carolyn joined Bay Electric in 2002, coming from Malvin, Riggins & Company, an accounting firm where she worked for nine years. She joined the firm as Tax Manager and soon became Shareholder, Director, and Partner-in-Charge of the computer network and tax return processing and review.

Carolyn, a Summa Cum Laude graduate of Georgia Southern College, has a Bachelor of Business Administration degree and certifications from the Virginia State Board of Accountancy and the North Carolina Board of CPA Examiners.  She is a member of the Virginia Society of CPA’s and the American Institute of CPA’s.

 

James M. (Mike) Walls, P.E., Operations Manager

As Operations Manager, Mike Walls manages the day-to-day operations of over $125 million in both Electrical and General Construction contract work for Bay Electric. He directly supervises the company’s Electrical Project Managers and oversees the Director of General Construction who directly supervises the Construction Project Managers.  As Operations Manager, Mike manages the Design Phase of the Company's Design/Build contracts, and assists with the human resource management for the company.

Mike joined Bay Electric in 2003, bringing to the company over 36 years of engineering experience with the U.S. Navy. He spent the first 15 years of his naval career as an Electrical Engineer in the Shipboard Electrical Design section of the Norfolk Naval Shipyard in Portsmouth, Va.  As a Shipboard Designer, he was an expert on shipboard electrical systems that included turbine generators, diesel generators, 400HZ motor generators and electrical distribution systems.

In 1981, Mike switched careers, moving to the Atlantic Division of Naval Facilities Engineering Command. In this capacity, he was not only able to use his hands-on technical abilities, but, after the appropriate training, he became a Warranted Contracting Officer while serving as the Chief Engineer at Oceana Naval Air Station in Virginia Beach, Va. 

Mike, a graduate of Virginia Polytechnic Institute and State University, has a Bachelors degree in Electrical Engineering and is a licensed Professional Engineer (P.E.) in Virginia.

 

Mark Biagas, Business Development Manager

As Business Development Manager, Mark Biagas is responsible for the development and implementation of business strategies.  He also serves in the capacity of Senior Electrical Estimator.  He has more than 18 years of experience in the electrical and general construction industry.  As the Business Development Manager, he plays a pivotal role in identifying and prioritizing project opportunities and cultivating relationships to best position Bay Electric.  As a senior electrical estimator, he is responsible for electrical construction projects varying in size from $100,000.00 to $10,000,000.00 and estimates jobs in collaboration with management to ensure timely and cost effective completion.

Mark attended Sowela Technical Community College, is an electrical journeyman and Construction Quality Management certified by the U.S. Army Corps of Engineers.

 

John P. McLaren, Jr., P.E., Director of General Construction

John P. McLaren, P.E. has more than 34 years of experience in engineering, construction, construction management and executive management.  He serves as Director of General Construction and provides management oversight to Bay Electric's corporate office general construction Project Managers as well as its' Richmond and Atlanta, Georgia office Project Managers.

John has served in executive leadership and management roles for the Naval Facilities Engineering Command, Atlantic; responsible for operations, construction management, budget and training support to field offices and Command components.  These components are Facility Engineering Commands across the United States, the Caribbean and Europe.

John has served in the Army Corps of Engineers and as a civilian engineer with the Naval Facilities Engineering Command, Atlantic as the Supervisory General Engineer for their Field Offices at Naval Air Station Oceana, the Norfolk Naval Shipyard, and the Naval Base Norfolk.  He has been a Branch Manager with NAVFAC, Atlantic in Programs and Project Management as as Head of the Construction Branch for the Capitol Improvements Division.

John has served both on Active duty and in the Army Reserves commanding units at the Company, Battalion Brigade, and Division levels and has served in a variety of staff assignments.  John holds a Bachelors Degree in Civil Engineering from the Virginia Military Institute and a Masters Degree in Strategic Studies.  He is also a Registered Professional Engineer in Virginia.  He is a Warranted Contracting Officer at Level III and IV; holds a Joint Staff Certification in Military Education Level I and certifications in the NAVFAC Executive Leadership Development Program and DAWIA-Engineering Level I and II.

 

daryl lanouetteDaryl Lanouette, Director of Electrical Construction

Daryl Lanouette has more than 14 years of experience in electrical construction management. Mr. Lanouette joined Bay Electric Co., Inc. in 1995 and currently serves as the Director of Electrical Construction. His responsibilities include, but are not limited to oversight of three (3) electrical project managers as well as budget and resource constraints.  He coordinates, directs and implements new policies and procedures and reports directly to the Operations Manager.  Prior to this position he served as Service Manager for Bay Electric and was directly involved in fiscal budget reports, marketing/sales and development of new policies and procedures.  As Project Manager/Estimator for Bay Electric, his role involved quality control, project scheduling, estimating, project budgets, subcontract and material review.  His first position, 13 years ago, as an electrical superintendent/foreman included interaction with various commercial, industrial and government contracting projects dealing with network cabling, medium voltage, PLC, motor controls and fire alarm systems. 

Daryl has an Associates of Arts in Applied Science degree from Thomas Nelson Community College and is a Master Licensed Electrician for the State of Virginia.  He is certified by the Army Corps of Engineers in Quality Management; holds a certification for CAT 5e cabling and terminations and is OSHA 30 certified.  He recently completed an 80 hour course at Purdue University for Electrical Construction Management.

 

Lee SmithLee Smith, Director of Marketing

As the Director of Marketing for Bay Electric, Lee Smith has over 30 years of experience in the legal and marketing industry. Not only is she responsible for the marketing department, but she also is the supervisor of all Project Manager Assistants in the Operations Department of Bay Electric.  

Prior to joining Bay Electric in 2003, she worked as a legal staffing consultant in Washington, D.C., where she managed attorney/paralegal recruitment.  Before moving to the east coast, Lee worked for the State Bar of Texas for nearly ten years.  She joined the organization as a Legal Office Administrator and soon became the State Bar's Legal Management Consultant providing current information, materials, evaluation and reviews to attorney membership throughout the State of Texas relative to varying management issues.  Lee holds a Bachelors degree in Business Administration from the University of Mary Hardin Baylor.  She is a certified Paralegal and is an experienced presenter at seminar and workshops for attorney and paralegal personnel as well as having published material.
